This book examines the evaluation of system-wide education at the state, district and school level. Five main attributes used to study and measure an education systemís progress are covered: alignment, saturation, linkages, equity and quality.  Four enabling attributes (capacity, sustainability, incentives and trade-offs) represent changes that need to be made as a foundation for systemic reform as well as provide for the advancement of systemic reform.
